About CECA North West

The Civil Engineering Contractors North West Region (CECA-NW) was established in November 1996 as a successor to the former Federation of Civil Engineerng Contractors. It immediately attracted half of the former local membership of the FCEC and today has some 60 member companies including many current and former members of the Major Contractors Group. CECA NW Region covers the counties of Cumbria, Lancashire, Cheshire, Greater Merseyside and Greater Manchester.

CECA-NW is a completely independent body, one of eight similar regional companies covering England, Scotland and Wales, and although it contributes to, and maintains close links with CECA National at London headquarters and the other CECA regions, it makes its own policy decisions and formulates its own internal budget. All CECA Regions are members of, and contribute to, a central Council which formulates policy at a National level. The decisions of Council (and therefore of the membership) are implemented through CECA National which, with its offices in London, is directed and controlled by Council and is therefore democratically controlled by the membership. All CECA regions accept and implement the decisions of Council under a common constitution.

CECA has taken over the role of the former FCEC on the ICE Conditions of Contract Standing Joint Committee (CCSJC) alongside the Institution of Civil Engineers (ICE) and the Association of Consultancy and Engineering (ACE) to review and update the various conditions of contract. Examples include the CIJC Working Rule Agreement (June 2003), Schedules of Dayworks (July 2003), Form of Sub-Contract (Blue Form) (July 1998), GC/Works/1 Form of Sub-Contract (1998/99). More recent work has included the 6th.and 7th.Editions of the ICE Conditions, NEC and dedicated variants to accommodate ongoing developments in Partnering, Design and Build, and other co-operative working arrangements.

CECA is represented on the Construction Industry Advisory Committee (CONIAC) of the Health and Safety Executive, the CITB - Construction Skills Board, the Advisory, Conciliation & Arbitration Service (ACAS),
Construction Industry Joint Council (CIJC) and through its membership of the Construction Confederation has membership of FIEC and thereby representation in Brussels.

CECA NW is also a SEEP (stakeholder) member of the North West Regional Assembly - based in Wigan.

CECA-NW is committed to the representation of all contractors carrying out civil engineering work within the north west region regardless of size or specialism, and welcomes all contractors able to add strength to its deliberations and validity with those many Customers, Agencies and Professional Bodies with whom we continue to deal and liaise through our continuing programme of CECA / Client liaison meetings and consultations with the key players in our industry.

CECA believes that our industry needs a strong voice with Government and Customer alike and that CECA is the best and only effective means of providing that voice.

CECA is committed to the promotion and advancement of all aspects of Health & Safety and Welfare within the industry, to the improvement of working practices in general, to the improvement of all aspects of Client / Contractor and Supply Chain relationships, to the development of better working relationships throughout our marketplace, and to widespread improvement of skills and their recognition in the workplace.

The Director will be pleased to discuss any membership enquiry - entirely without obligation - and will be happy to visit any interested party to explore their eligibility and/or to discuss any queries.
Applications for membership of CECA should be submitted to the Director using the Membership Application Form and Turnover Return, and enclosing essential supporting data.

It is normal practice for the Director to visit every prospective member's premises, prior to reference of his/her application to the Finance Committee, for the purpose of meeting the applicant(s) and of validating the contents of the application, and bulky documents or operating systems can be inspected at that time. It is only therefore necessary to forward policy statements or certificates.

The Membership Subscription for 2008 will be based on 0.045% of Civil Engineering Turnover, plus VAT, subject to a maximum of £30,000, plus VAT, which also provides full national membership covering all regions. The Minimum Subscription will be £1200-00 plus VAT. Allowance will be made for a company joining part way through our accounts year which runs from 01 January to 31 December.

The CECA-NW Finance Committee (FC) reviews all membership applications. The FC is made up of the Chairman, Vice-Chairman, Director & Secretary, Immediate Past Chairman and Junior Vice-Chairman of the day. The FC policy is to advise applicants of the outcome of the application. within four working weeks of receipt of the formal application.

On the Social side, CECA-NW has continued its highly popular Annual Dinner Dance each March at Blackpool, attracting some 350 guests, and entertained by the perennial Senators dance band.

The Annual Dinner is now held late every September in Liverpool amidst the fascinating and refurbished Quayside and Albert Docks and is supported by more than 400 members and guests.

The ever-popular Mark Fairclough Golf Trophy is played each May at Delamere Forest Golf Club, Cheshire and continues to test the mettle of around 70 protagonists.
