CECA: Benefits Of Welsh Rail Funding Will Lie In Deliverability Of Pipeline

Civils contractors have welcomed the UK Government’s announcement of a major funding commitment for rail in Wales, including the proposal to deliver seven new stations and a longer-term programme of enhancements intended to support jobs, economic growth, and better connectivity. 

The UK Government has set out how ‘almost half a billion pounds” committed through the 2025 Spending Review will support seven proposed stations: Magor and Undy, Llanwern, Cardiff East, Newport West, Somerton, Cardiff Parkway, and Deeside Industrial Park station.

The Government has stated that, within the current Spending Review period, at least £445m has been allocated to rail enhancements in Wales, including funding for infrastructure upgrades, development activity, and enhancements linked to the Core Valley Lines, alongside a wider longer-term pipeline, which Transport for Wales estimates could total up to £14 billion as schemes develop.

Commenting, CECA Director of Policy & Public Affairs Ben Goodwin said: “CECA members strongly welcome the renewed commitment to modernising Welsh rail and the ambition to move quickly from announcements to delivery.

“New and upgraded rail infrastructure can unlock access to jobs and education, strengthen local economies, and support a lower-carbon transport system – provided the programme is backed by clear phasing, stable funding, and procurement models that meet the needs of contractors as well as clients.”

Director of CECA Wales, Ed Evans, said: “The priority now is to translate this commitment into a transparent pipeline and realistic delivery plan, so clients, contractors, and the supply chain can invest with confidence in people, plant, and skills.

“Early contractor engagement, proportionate risk allocation, and prompt payment disciplines will be essential to ensure the benefits are felt in communities as soon as possible.

“With work on several stations expected to begin later this year, CECA Wales members stand ready to play their part in getting spades in the ground and delivering a rail network fit for the future, for the benefit of businesses and communities across the nation.”
