Central Bedfordshire Council, on behalf of the Eastern Highways Alliance of local authorities, is delighted to announce the Launch of the procurement for the next generation of the Eastern Highways Alliance, Framework EHF4. Central Bedfordshire Council will manage the procurement and the subsequent framework through its life. The overall head value of the framework is £800M over a potential 6 years.
The procurement will establish a multi-supplier/Lot Framework Agreement to provide Highway related Services, the link to which can be found here.
Suppliers will need to register on the Council’s In-Tend system to access the Invitation to Tender.
The Framework Agreement is divided into 3 separate Lots as follows:
- Lot 1: to an individual total contract value of £5,000,000 for each separate scheme (Direct Award and/or Further Competition)
- Lot 2: an individual total contract value between £5,000,000 – £30,000,000 for each separate scheme (Further Competition only)
- Lot 3: an individual total contract value over £30,000,000 for each separate scheme (Further Competition only)
The Eastern Highways Alliance (EHA) is a formal collaboration between eleven Local Authorities in the East of England. Initially established in 2012, the aim of the EHA is to support the fellow Members to achieve better quality highway, public realm, and infrastructure schemes at lower cost by combining and sharing resources, particularly in the creation of a shared Eastern Highways Framework.
The current Local Authority Members (the “Lead Authorities) of the EHA are:
- Cambridgeshire County Council
- Central Bedfordshire Council
- Essex County Council
- Hertfordshire County Council
- Kent County Council
- Luton Borough Council
- Norfolk County Council
- Peterborough City Council
- Southend on Sea City Council
- Suffolk County Council
- Thurrock County Council
The invitation to tender for the EHA4 includes for the provision of specialist technical resources associated with the delivery of projects within the following sectors (this list is not exhaustive):
- Civil engineering (including Highways, Structures and Geotechnical Engineering)
- Engineering (including Traffic, Lighting, Safety and Electrical)
- Contract, commercial and construction services
- Surveying (including Quantity and Land Surveying)
- Project management
- Asset management (including highways maintenance)
- Highways laboratory and construction materials testing services
- Planning (including transport, land, travel and development planning)
- Environmental, ecological and landscape services
During the term of the Framework Agreement, orders may also be placed by Town and Parish Councils (within the EHA4) as well as the Lead Authorities.
